To change the submission rules at submit page just modify "submissionrules.tpl" file according to your rules and you will be all set.

Update: This is a simple fix to resolve your thumshots / preview images not working

Please open pagerank.tpl file and find line :
http://msnsearch.srv.girafa.com/srv/i?s=MSNSEARCH&r={$link.URL}

And replace it with :

http://open.thumbshots.org/image.pxf?url={$link.URL}

Zip file has been re-uploaded with the fix already, remember to place a link in your footer to Thumbshots.org. Details here :

Simply add this to footerlinks.tpl file :
<a href="http://www.thumbshots.net" target="_blank" title="This site uses Thumbshots previews">This site uses Thumbshots previews</a>

Remember otherwise it becomes illegal and thumbshots if they find out can take legal action against you.

Please note , same fix applies to any other older templates using msn for thumbshots.
